The event, which is a major sporting and cultural festival celebrated in the tradition of the Olympic Games will bring together nearly 1,100 top athletes aged between 14 and 18. The competitors will be coming from over 60 nations worldwide and will be competing in the seven sports, which include Hockey, Luge, Skating and Skiing.

In addition to the sporting competitions there will be the opportunity for the young athletes to participate in a Culture & Education Programme (CEP), which is aimed at raising the awareness of the Olympic Values. The programme will also be addressing topics such as Olympism, well-being & healthy living, social responsibility, skills development, and expression through digital media.

Youths from the local region have also been invited to participate in the CEP cultural initiative and the programme is being considered as an opportunity for an exchange of opinions and experiences on an intercultural basis.
Out of the four candidate cities, Harbin, Innsbruck, Kuopio, and Lillehammerm which were elected as potential cities to host the games, Innsbruck was chosen on December 12, 2008 to play host to the games.

Having previously hosted the 1964 Winter Olympics along with the 1976 Winter Olympics, Innsbruck, the regional capital of Tyrol will become the first city to host three Olympic events.
